We are a Type 0 civilization with a tech base that can barely transport us to our moon. We have not, beyond a few unmanned probes, begun to explore the worlds within our own system. Yet, we're sending signals of welcome to all corners of space in the naive assumption that we will eventually make contact with a benevolent group of extraterrestrials.
That may not be the case. I'm not saying that the universe is hostile. But proclaiming our existence to the stars when we have not reached that level where we can repel a hostile incursion from a highly advanced, yet malevolent intelligence, is a bit reckless.
